This kind of project is a desirable solution for employment and professional training of persons with developmental disabilities and a certain percentage of the general population (which would contribute to the reduction of general unemployment). Therefore, this is certainly not a form of segregated activity established only for people with developmental difficulties, but a kind of integrated activity that is current and widely supported and accepted everywhere in Europe.

In Herceg-Novi, there is not a single planning project for this kind of professional support for this population in terms of employment. After completing primary and secondary school, these persons are mostly at home, not involved in any activities, while their acquired knowledge and remaining abilities progressively decline.                            

The model that would be established by the implementation of this project is unique in the country, and therefore attractive in the context of monitoring current topics of integration of persons with developmental disabilities into the social community.

Digital printing is the most modern and highest quality form of printing widely accepted all over the world. It is an economically justified and profitable activity in terms of a number of advantages (quality and speed of printing, better printing, as well as in the production of small and medium editions that are not profitable in classic printing).

Namely, in the surrounding countries (for example, the city of Sombor), a similar company has been operating for more than a year with a tendency to expand.                            

With the Law on Professional Rehabilitation and Employment of Persons with Disabilities, which regulates the manner and procedure of exercising the right to professional rehabilitation of persons with disabilities, measures and incentives for their employment, methods of financing and other issues of importance for professional rehabilitation and employment of persons with disabilities.

Persons with disabilities have the right to professional rehabilitation and employment, in the manner and under the conditions prescribed by law, collective agreement, confirmed and published international agreements and generally accepted rules of international law.

A protective workshop or protective plants can be established for the employment and work of persons with disabilities. A protective workshop can be established as a form of economic activity, in accordance with a special law, on the condition that it employs at least 51% of persons with disabilities out of the total number of employees. with disabilities, employers' association, trade union and other legal and natural persons.

The protective plant referred to in paragraph 1 of this article can be organized on the condition that it has at least 50% of jobs for the employment of persons with disabilities. The project is expected to last for three years. The start of implementation is December 1, 2009, when six people with developmental disabilities were trained during the first year. The following year we trained two more, and in 2011 we trained another 15 people with developmental disabilities from Bjelo Polje.
